Most operators will not have to register their vehicles with TfL, including those that are exempt. However, operators of showman's vehicles that are eligible for a 100 per cent discount will need to register with TfL to qualify for the discount.
TfL will use data from the following sources to determine whether a vehicle meets the LEZ emissions standards:
- The Driver and Vehicle Licensing Agency (DVLA)
- The Vehicle and Operator Services Agency (VOSA)
- The Society of Motor Manufacturers and Traders (SMMT)
Vehicles registered in Northern Ireland
Vehicles registered in Northern Ireland and affected by the LEZ will have to be registered with TfL, even if they meet the required emissions standards.
- Operators of vehicles whose engines qualify for a Reduced Pollution Certificate (RPC) issued by the Driver and Vehicle Testing Agency will need to register with TfL, providing a copy of the RPC
- Operators with vehicles that do not qualify for an RPC but which have engines on the Eligible Engines List or are fitted with pollution abatement equipment on the LEC Approved Devices List (PDF 289KB) will need to register with TfL, providing a manufacturer's type approval certificate showing the engine and filter make and model
Vehicles registered outside Great Britain
All vehicles registered outside Great Britain will have to register with TfL if they are to be used within the LEZ, even if they meet the required emissions standards.- Operators of vehicles with an engine listed on the Eligible Engines List will need to register with TfL, providing a manufacturer's type approval certificate that shows the engine make and model
- Operators of vehicles fitted with pollution abatement equipment, such as a filter on the LEC Approved Devices List (PDF 289KB) or equivalent devices, will need to register with TfL, providing a manufacturer's type approval certificate that shows the filter make and model and the resulting particulate matter reduction with evidence from a recognised certification authority
- Operators of vehicles that are eligible for an exemption or 100 per cent discount will have to be registered with TfL (eg historic vehicles built before 1 January 1973 or certain showman's vehicles)
