Muslims Obliged To Defend Hezbollah
Silence of Muslim States Denounced
TEHRAN, Aug. 8--Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei said on Tuesday defending Lebanon’s Hezbollah is the duty of Muslims worldwide.
The leader made the remark in a meeting with a group of martyrs’ families and Sunni religious scholars from across the nation on the auspicious birth anniversary of Imam Ali (AS), ISNA reported.
“Islamic governments that have remained silent vis-ˆ-vis the Middle East crisis due to their so-called concerns for the US and other arrogant powers should realize that America will never have any regards for them,“ he said.
Ayatollah Khamenei also noted that the present miserable conditions and degradation of the Muslim world stem from the negligence of Muslims in adhering to divine teachings.
“The ongoing tragedies in Lebanon and Palestine, as well as the killings of innocent people and children by the Zionist regime, are a bitter phenomenon. The hardships currently facing the people of Lebanon could very well afflict each and every Islamic state. Therefore, the Islamic community must be aware that the world powers will never heed their best interests and they must enhance their unity to fortify their status in the globe,“ he said.
The leader denounced the standpoint of the US, Britain and some other powers with regard to the Zionist atrocities and the UN incompetence in handling the Middle East crisis despite its constant assertion of being an advocate of human rights, civility and the campaign against terrorism.
“The second bitter phenomenon is that the Islamic governments stand divided. This is especially true, as some Arab governments are mere observers of the regional crisis and this attitude is faulty and harmful in the long run,“ he said.
Ayatollah Khamenei emphasized that any move that spreads seeds of discord in the Muslim world is an act of betrayal.

Lebanon Fighting Rages

Siniora: More Difficult Diplomatic War Ahead

BEIRUT, Lebanon, Aug. 8--Hezbollah fighters and Israeli ground troops were battling in south Lebanon as diplomats struggled at the United Nations to find a workable resolution to end four weeks of bloodshed and destruction.
As Arab ministers prepared to address the Security Council Tuesday on Lebanon’s demands for changes to a draft resolution calling for a halt to the fighting, France voiced strong support for a rethink but the United States seemed more reluctant, AFP reported.
Paris, which co-sponsored the original draft with Washington, called for account to be taken of a Lebanese cabinet decision, endorsed by Hezbollah ministers, to deploy government troops to the international border in place of the Shiite militant group.
Israeli Prime Minister Ehud Olmert said the idea was ’interesting’ but needed further study. Aides said they feared the proposal might be a ’smokescreen’ for Hezbollah to regroup.
Lebanese Prime Minister Fuad Siniora urged compatriots to prepare for a diplomatic fight even fiercer than the ’steadfast’ resistance to the Israelis put up by Hezbollah.
The Lebanese premier hailed the “legendary effort of Hezbollah exerted in holding off the brutal Israeli aggression“ but warned of a more difficult diplomatic ’war’ ahead.
“This war does not involve blood but is fiercer than military fighting on the ground,“ he told the Arabic-language news channel Al-Arabiya.
Two Israeli soldiers were killed in two separate clashes with Hezbollah in the border area, the military said.
Israel said 25 Hezbollah fighters had been killed but there was no immediate word from the militant group which has so far acknowledged a total of 53 dead.
To date, 63 Israeli soldiers have been killed since the start of their aggression.
The authorities in Beirut said that as of 1100 GMT Tuesday, 1,064 people had been killed in Lebanon, 968 of them civilians.
Rescue workers were still searching for 26 people missing after two residential buildings collapsed during Monday’s Israeli bombardment--one of the heaviest to date.
Reports said at least 20 people were killed in the raid on the Shiyah district which until now had been spared attacks and was still inhabited by some residents.

EU Members Leak
Policy Documents to Israel
HELSINKI, Finland, Aug. 8--The European Union presidency on Tuesday accused member-states of leaking important foreign policy documents to countries outside the bloc, including Israel.
Finnish Foreign Minister Erkki Tuomioja, whose country holds the rotating EU presidency, wrote in an opinion piece that the leaks are hampering the 25-member bloc’s ability to act as a united force in global politics, AP reported.
“It has long been known that all EU documents that deal with the Middle East also are known in Tel Aviv within an hour after having been distributed to the member-states, and probably also in Washington and Moscow,“ Tuomioja wrote in the Helsinki newspaper Hufvudstadsbladet.
He said the leaks encourage member-states to act outside the EU’s formal decision-making structure.
“This is problematic for the whole union, but especially harmful to the smaller member-states,“ he wrote.
Tuomioja also criticized EU ministers for acting in national interests--or at least giving that impression to the media--and preparing for summits as if they were facing hostile countries.
“It would have great significance for the EU’s morale, credibility and efficiency if ministers came to EU meetings with a certain feeling of common goals and not primarily to bring home gains...for domestic use,“ he wrote.
He also accused the media of exaggerating differences within the union. For example, he said the union had a common view on how to respond to the violence in the Middle East, contrary to many news reports.
Finland holds the rotating six-month presidency for the remainder of the year.

President Honors Journalists
TEHRAN, Aug. 8--President Mahmoud Ahmadinejad on Sunday felicitated Iranian journalists on the eve of Reporters’ Day (Aug. 8).
Reporters’ Day is annually held to coincide with the martyrdom anniversary of an IRNA correspondent who was killed in the line of duty in Afghanistan in 1998, IRNA reported.
Mahmoud Saremi, along with 10 Iranian diplomats, were killed when Taliban forces stormed the Iranian Consulate in Mazar-i-Sharif, Afghanistan, where they were based.
Addressing a cabinet session, President Ahmadinejad expressed hope Iranian journalists would serve as examples of Muslims who remember God and uphold the rich Islamic culture and teachings in fulfilling their duties.

US-France Draft Resolution Biased
By Sadeq Dehqan
TEHRAN, Aug. 8--Foreign Minister Manouchehr Mottaki said on Monday the draft resolution proposed by France and the US to the UN Security Council only ensures the interests of the Israeli regime.
Addressing the international conference themed “Aggression of the Zionist Regime: Regional and Global Consequences“, Mottaki added that this draft attempts to introduce Hezbollah as the party that started the war in Lebanon.
“It tries to ensure the fulfillment of goals, which Israel failed to achieve in this war,“ he said.
The top diplomat stressed that Israel is guilty of war crimes and must be prosecuted in the International Crime Tribunal.
Meanwhile, Hezbollah’s representative in Tehran, Abdullah Safiuddin, told the conference, “The resistance of Hezbollah is a big victory for Arab and Islamic states. We have now entered a new phase in fighting the Zionist regime and this will ultimately lead to the destruction of the Zionist regime.“
Leader’s advisor on international affairs, Ali Akbar Velayati, also said, “The situation in Lebanon is part of a plan, among the top masterminds of which is America. After the collapse of the former Soviet Union, America has decided to exercise hegemony over the entire world. The Americans perceives the Islamic world as the biggest obstacle to their goal and intends to remove this obstacle.“
Velayati, a former foreign minister, noted that there will be a new Middle East, but not the one desired by the Americans.
“The intimidation and fear that the Americans wanted to spread among the regional people were neutralized by the resistance of the people of Lebanon. Now it has become clear that America and its puppets are nothing but paper tigers,“ he said.
The one-day conference, held at Foreign Ministry’s Institute for Political and International Studies, was attended by domestic and foreign political personalities.

Student Activism Permissible
TEHRAN, Aug. 8--Minister of Science, Research and Technology Mohammad Mehdi Zahedi said on Tuesday all kinds of people should be able to express their views on campuses within the framework of laws and regulations.
In a meeting with members of the Central Council as well as political, economic and cultural committees of the Society of Sacrificers of Islamic Revolution, the minister added that student groups are permitted to pursue any school of thought.
He emphasized that various political currents in universities should pay sufficient attention to rationality in their slogans and actions, which should comply with the governing laws.
Zahedi recalled, “During the tenure of (former Minister of Science and Higher Education Mostafa) Moin, certain criteria were set for the activism of student formations, which were ratified by the Council of Cultural Revolution. My ministry will stick to this set of criteria without any changes in order to interact with student formations and hence we impose no restrictions on student activism as long as it abides by the rule of law.“
The minister also discussed changes proposed in the university entrance exams.
“The past mode of operation is problematic, inefficient and full of flaws. In the current assessment system, the youth cannot study deeply and they go over their courses in a superficial manner,“ he said.

Perspec
Dream Come True
By Mahdi Armin
The occupation of Iraq and disintegration of its political and economic infrastructure provided a suitable opportunity for the World Bank (WB), International Monetary Fund (IMF) and World Trade Organization (WTO) to expand their role and influence.
The issue of canceling Iraqi debts is but a pretext for the three top international economic/financial bodies to impose on the Arab country their demands, such as privatization, liberalization, bigger presence and participation of multinational corporations in various domains, especially oil.
These demands on the one hand could eventually seriously undermine Iraq’s economic modus operandi, and on the other serve as an ideal situation for the three institutions to exercise control over Iraq’s resources and holdings.
There is reason to believe that the WB, IMF and WTO are pushing hard for economic reforms in the war-torn country with the main aim of ensuring the best interests of giant American corporations including Bechtel and Halliburton.
As a matter of policy the top priority of American regimes, irrespective of their political affiliations, is to promote the interests of specific entities largely dominated by Zionists and/or their backers.
It is small wonder that soon after invading Iraq, George Bush sent a special envoy to countries to which Saddam Hussein owed large amounts of money to work out ways to forgive and forget Iraq’s multibillion dollar debts.
By dispatching the high-profile representative, Bush created the conditions in which the WB, IMF and WTO have found the opportunity to rewrite Iraq’s economic agenda on the basis of their narrow paradigms.
For instance take the Paris Club. This is an informal group of official lending nations is membered by the so-called G8. The eight richest countries that jointly represent about 65 percent of the world economy and other major players on Nov. 21, 2004 agreed that some 80% of Iraq’s $38 billion debt to the club be revoked in three phases.
The plan was to write off 30 percent of the debt right away, another 30 percent as soon as IMF’s plan in Iraq got ratified and the remaining 20 percent in three years after IMF Directors verified the fulfillment of its declared terms and conditions.
Two points are noteworthy. First, Iraq’s debt to the IMF hardly constituted one percent of its total commitment to the Paris Club. But due to the ’turn of events’ the Fund strangely emerged as the main institution in charge of approving the terms and conditions needed for revoking Iraq’s foreign financial commitments.
Secondly, the Club has declared that canceling Iraq’s debts is due largely to the extraordinary conditions the Arab country is facing and its limited ability to repay the debts in the coming years.
This move is in line with the stark reality that the show must go on to let the Americans plunder the planet although on the surface one may get the impression that the lending club has democratic foundations.
It is plausible that the Club’s decision could entail some benefits for Iraq; however, what is of importance is that the debt issue in the long run helps serve as a mechanism for the IMF, WB, WTO and in short the big western powers to exercise more control over global developments one of the most sensitive dilemmas of which is the Iraq crises.
Meanwhile, the WB’s approach vis-ˆ-vis Iraq and its reconstruction further proves that hegemonic powers, the US in particular, are the least interested in the well being of the Iraqis. What is important for the greedy powers is profit in the end.
The World Bank reportedly engineered the removal of half million Iraqi government employees, including 400,000 armed forces personnel. This means that about 80 percent of Iraq’s workforce has been laid off or in the process of being fired. Moreover, another one of the WB’s plans is to rewrite Iraq’s foreign investment laws in a manner that the Iraqi economy becomes one of the most liberal in the developing world.
Interestingly enough, among the implications of the push for Liberalization is that the new Iraqi investment laws seem to transcend their counterparts in many advanced countries. The Economist, one of the world’s well-read journals has written that the new conditions in Iraq are long-time dreams of foreign investors come true.
The international approach toward Iraq, which is and must be compatible with the neo-liberal and neocon schools of thought, has been molded in a manner that the tools of rich countries such as WB, IMF and WTO benefit the most. It is also built on allowing the US and Israel achieve their ominous goal of plundering the world and its precious resources under a variety of fictitious names, be they democracy, human rights, war against terror or regime change.
