Trends in the RFS dates

Whilst the backlog of exchanges awaiting a Ready For Service date still lingers around the 200 mark, many have begun to spot patterns in the released dates and when the trigger level was set.

David Peilow (of Faster Internet), Paul Buck and myself discussed the matter and wondered what a graph of the data would look like. The results, kindly graphed by David, can be seen below...

Taking all the data we have on when an exchange's date was set, when it triggered and now the RFS, you can clearly see that every exchange from the 17th November batch has had it's RFS set much later (none before mid-April!). This is as opposed to the earlier batches, which even if they triggered later or at the same time, are consistantly getting their RFS in March or so.
