We pay for the 3G connectivity, so there is no monthly fee or annual contract.

With Kindle Paperwhite you get instant access to the Kindle Store, featuring the biggest selection of books you want to read—all available to download in less than 60 seconds. We're also excited to announce a new addition to the Kindle Store, the Kindle Owners' Lending Library, which will be available later this month.
