SSK Scorpene ClassIndian Prime Minister Manoham Singh, also chairman of India's Cabinet Committee on Security, has confirmed the decision to acquire 6 Franco-Spanish Scorpene diesel submarines, with an option for 6 more. This is one of the biggest military deals India has entered into with France, and comes with extensive technology transfer agreements.

The Scorpene deal has been simmering on the back-burner for several years now; DID reported that a deal was "close" back in December 2004. The cost is yet to be officially disclosed, and has been subject to varying estimates over the life of the multi-year negotiations. Still, DID can offer a number of key details...


Sin duda una gran noticia, muchos países estan mirando con buenos ojos el Scorpene, para nuestra Armada esto es formidable ya que por cada scorpene que se venda recibirá una interesante comisión.

Joer Migthy!! a este paso los scorpene nos van a salir gratis!! cuanto nos dieron por los subs vendidos a Malasia? y los millones que deben Izar y DCN por el atraso en la entrega del Ohiggins. ?? Rebotado
Habra que seguir muy de cerca esta noticia, sobre todo por la configuración que puedan tener los subs indios, sobre todo si van a tener AIP. Entre parentesis, que les parecera esta noticia a los alemanes?

India has announced it will buy six Franco-Spanish Scorpene submarines in a deal that could be worth 2.4 billion euros (about Rs 13,000 crore) -- with France pledging to transfer technology with immediate effect. This is one of the biggest military deals India has entered into with France. The submarines are to be delivered between 2010 and 2015. As part of the deal, the submarines will be armed with EADS SM-39 Exocet anti-ship missiles.
With the capabilities to strike targets underwater, surface and on land, Scorpene have a radical new design with reduced sound emissions which enables the submarines to strike at long distances without detection. The submarines have an operational cycle of 240 days a year and endurance to carry 50 days patrol to ensure maximum utilisation.
Scorpene submarine has been jointly developed by DCN of France and Navantia (formerly Bazan, then Izar) of Spain. The SUBTICS combat management system, with up to six multifunction common consoles and a centrally situated tactical table, is collocated with the platform-control facilities. The vessel's sonar suite includes a long-range passive cylindrical array, an intercept sonar, active sonar, distributed array, flank array, a high-resolution sonar for mine and obstacle avoidance and a towed array.

The submarine incorporates a high level of system redundancy to achieve an average 240 days at sea per year per submarine. The maximum diving depth is 300m, giving the commander more tactical freedom than previously available on conventional submarines. The ship can hold a total company of 31 men with a standard watch team of nine. The control room and the living quarters are mounted on an elastically supported and acoustically isolated floating platform.

India to buy 6 French Scorpene submarines

Even as France agreed to work in close concert with the US and England to remove the restrictions on exporting nuclear reactors and other technology for peaceful purposes, Prime Minister Manmohan Singh informed French President Jacques Chirac of India’s decision to buy the Scorpene submarines for the Indian Navy.

The technology transfer for the Scorpene submarines will begin immediately as six of these will be built in France and the remaining six at the Mazagon Docks in Mumbai. While Foreign Secretary Shyam Saran refused to give the estimated cost of acquiring a dozen Scorpene submarines, it is expected to cost 2.4 billion Euros. France has agreed to reduce the escalation in the costs because of the delay in India taking a final decision about the Franco-Spanish Scorpene submarines.

While Dr Singh emphasised that India was ready to accept French nuclear reactors, he and Mr Chirac took the strategic partnership between the two countries to a higher level by agreeing to have a framework agreement for defence cooperation.

In respect of civilian nuclear energy cooperation, France made a clear commitment of supporting India in all respects. Mr Chirac appreciated the tremendous demand for energy in India for sustaining the growth pattern in excess of 7 per cent annually and that it formed a critical component of energy security.

While discussing regional and other issues especially Iran’s nuclear programme, India supported the Euro-3 grouping of France, Germany and Britain that “acceptable compromises” should be pursued by dealing with this issue diplomatically.

France reaffirmed its continued support to India for a permanent seat in the United Nations Security Council. Mr Chirac underlined the need for the restructuring of the UNSC as it was out of date and highly unrepresentative. He was categoric that “India belonged to the UNSC.”

The joint statement stressed that France acknowledges the need for full international civilian nuclear energy cooperation with India and will work towards this objective by working with other countries and the Nulcear Suppliers Group (NSG).

“France appreciated India’s strong commitment to preventing proliferation of weapons of mass destruction (WMD) and the ongoing steps it is taking in this regard. In this context, both countries will also work towards conclusion of a bilateral nuclear cooperation agreement.”

Further, the joint statement pointed out that “our strategic partnership in the field of defence industries has been newly illustrated by the confirmation given by India of its decision to purchase Scorpene submarines.” India has also agreed to buy 45 Airbus aircraft at a cost of 2 billion Euros.

In pursuing cooperation in the space sector, India and France expressed satisfaction with the framework agreement between the European Union and India on India’s participation in the Galileo project.

On the eve of the UN high level summit, India and France agreed to strengthen cooperation in dealing with global challenges and work together in fighting terrorism, prevention of proliferation of WMDs, promoting development which is economically, socially and environmentally sustainable, the effective management of globalisation and the fight against pandemics.

Both countries reaffirmed their support for the reform of the United Nations system and an organisation which is stronger, more representative and more capable of responding in the best possible manner to today’s challenges in the areas of international peace, security and development.

Dwelling on global energy requirements, India and France underlined the need to combat global warming and recognised the need to strengthen energy security and promote the development of stable, sustainable, efficient and affordable energy sources to meet their growing energy requirements.

“Both sides also recognise that nuclear energy provides a safe, environmental friendly and sustainable source of energy and the need to further develop international cooperation in promoting the use of nuclear energy for peaceful purposes.

Esto aparecio en el MPI respecto a esta noticia, que precisa que los posibles nuevos compradores de este sub serian Taiwan (a traves de su construccion en India), Venezuela, Emiratos arabes y Arabia saudita. Nuestro pais estaria considerando una tercera unidad, algo no raro si pensamos que buena parte de el puede ser financiado por las compensaciones economicas.

India agrees to build 6 + 9 Scorpène submarines



Just before receiving Indian Prime Minister Manmohan Singh at the Elysée Palace on September 12, French President Jacques Chirac announced that India will build six Franco-Spanish Scorpène diesel-electric submarines at Mazagon Docks Ltd. (MDL) in Mumbai. The Indian Prime Minister subsequently confirmed the deal, which had been approved by the Indian Cabinet Committee on Security (CCS) on September 6.

The contract is valued at E2.42 billion (US$2.98 billion). It includes the supply of a reported 36 MBDA submarine-launched SM-39 Exocet missiles and an undisclosed number of Italian Whitehead Alenia Sistemi Subacquei (WASS) Black Shark wire-guided, heavyweight torpedoes. Also included is an option for India to build a further nine Scorpènes.

The first six boats are to be delivered to the Indian Navy between 2010 and 2015.
Contractors
The Indian Government has selected Armaris, the 50:50 consortium between DCN and Thales, as the overall prime contractor for the Indian Navy Scorpène program. Armaris has now signed a contract with MDL for the licenced construction of the first six boats, with the relevant technology transfers and the supply of hull elements and combat systems. Armaris will also provide a team of technical advisers during construction of the first submarine.

Armaris will call on DCN and Spain’s Navantia shipyards, which are 50:50 owners of the Scorpène design, to take technical responsibility for the program. DCN is the design authority.

UDS International, an Armaris subsidiary, will be the prime contractor for the submarines’ combat systems, based on the Submarine Tactical Integrated Combat System (SUBTICS). This comprises underwater sensors, optronics, Electronic Support Measures (ESM) and communications systems supplied by Thales, as well as the missile interface developed by MBDA.

Armaris will receive up to E1.5 billion (US$1.8 billion) from the overall contract. Thales values its share at E600 million, DCN will receive E450 million and Navantia E450 million. The remaining E920 million (US$1.13 billion) will go to MBDA and WASS, for the weapons systems.

Further Scorpène exports

Some sources say that India will be free to market the Scorpène to third countries, although this has not been confirmed in France. If it is confirmed, Taiwan is one obvious candidate. Washington has promised to deliver eight diesel-electric submarines to the Republic of China Navy, but the US has no conventional submarine building capability of its own. Germany and the Netherlands, which do, are constrained by their governments’ restrictions on direct or indirect arms exports to Taiwan.

The recent warming of defence relations between Washington and New Delhi could thus provide the oppor-tunity for the US to pay India for the supply of the submarines to Taiwan.

Meanwhile, the first of two Scorpène submarines on order for the Chilean Navy has now been handed over. Chile is reportedly considering a third boat. Indian Navy Preparing to Receive Nuclear Subs

Indian Navy personnel have completed their training in Russia prior to the service taking possession of Akula-class nuclear submarines. According to Indian Navy sources, some 265 personnel, mostly from Vishakapatnam, were trained in Sosnovy Bor, west of St. Petersburg, for service onboard two Akula-class submarines (referred to as the Bars class in Russia) that India is negotiating to lease from Russia. Officially, Russia has yet to sign an agreement for the lease of two submarines, but the training of Indian Navy personnel suggests that such a deal between India and Russia has already been struck, the sources said, adding that India is also paying for the completion of two additional Akula-class submarines in Russia.

India has been known to be negotiating with Russia, since at least sometime last year, for the lease of two Akula Class submarines at an estimated cost of $36 million per year for each submarine. India is also negotiating for an option to purchase the two submarines, valued at some $550 million. The Akula subs will arrive in Vishakapatnam by next year said one Indian Navy official. They are to be armed with the BrahMos cruise missile, jointly developed by India and Russia and will also be used to train the crew of the Advanced Technology Vessel (ATV), a nuclear submarine currently being developed by India. All of the major components of the ATV have been produced, and only integration work remains to be done. Thus, an option to buy the Akulas would only be exercised, sources said, if there are problems on the ATV project.

India previously leased a Skat-class (NATO: Charlie-I) nuclear-powered submarine – INS Chakra – from Russia from 1988 to 1991. However, Indian Navy personnel were denied access to information on some parts of the vessel. Under a plan approved in 1997, India is hoping to build 26 submarines. As part of this project, India signed a $3.9-billion deal earlier this year with France under which six Scorpene submarines will be built in India . The Scorpene was preferred by the Indian Navy as France also agreed to sell SM-39 Exocet submarine-launched anti-ship missiles, as well as the boats' air-independent propulsion (AIP) systems. AIP allows conventional submarines to remain submerged for long periods without having to surface to recharge their batteries, and Scorpene subs can remain submerged for as long as 50 days, at depths of up to 300 m. The six Scorpenes will be built by Mazagon Docks Ltd. (Mumbai, India) and are likely to be delivered between 2010 and 2 Divertido
