    TITLE: Director, Public Policy
    DEPARTMENT: Public Policy
    LOCATION: Washington, D.C.
    REPORTS TO: Chief Executive Officer

amfAR, The Foundation for AIDS Research, is seeking a dynamic and creative professional to lead the programs and operations of its Public Policy office in Washington, D.C., and to speak for amfAR on public policy issues.

amfAR is a pioneering and highly respected advocate of rational and compassionate AIDS-related public policy. The Foundation's Public Policy program is currently engaged in efforts to secure necessary increases in funding for: HIV/AIDS research, including vaccine and microbicide research; implementing a comprehensive national AIDS strategy, including an increased focus on HIV prevention and repealing the current ban on federal funding for syringe exchange programs; expanding access to care and treatment in the U.S. and globally; and protecting the civil rights of all people affected by HIV/AIDS. During the past year, the Public Policy program’s advocacy work with Congressional members helped repeal the ban on funding needle exchange in Washington, D.C. In late March, the Public Policy program also released the results of a national survey of public perceptions of women living with HIV/AIDS. The survey results—which revealed that HIV-positive women in the U.S. continue to face strikingly high levels of stigma—were unveiled with a ten-point call to action that included recommendations to increase research and improve prevention and treatment of HIV/AIDS in women.

The Public Policy program also supports the work of other amfAR programs such as the MSM Initiative, a new program established in 2007 that makes small grants to grassroots groups in order to help reduce worldwide rates of HIV infection among men who have sex with men (MSM) in developing countries. This new program is also advancing domestic and international policy efforts aimed at ending the stigma, discrimination, and violence that threaten the lives of MSM and fuel the spread of HIV/AIDS.

The director of Public Policy, analyzes and develops public policy for amfAR, implements policy goals, and manages the day-to-day activities of the Washington office. In partnership with the CEO and the public policy advisory committee, the director implements amfAR’s Public Policy program. The director participates as a member of amfAR’s management group, and supervises, trains, and evaluates the Public Policy staff.

The director maintains high visibility in local, national, and international policy arenas, representing amfAR at meetings and conferences, and with the media. The director also maintains relationships with other AIDS and public-health organizations, and with key government leaders and policy makers, and serves as the primary staff liaison on policy matters with the public policy advisory committee and amfAR's board of trustees. The incumbent will work with the CEO and amfAR development staff to cultivate donor interest in amfAR’s Public Policy efforts. S/he will establish and manage the Public Policy office budget and prepare detailed activity reports for the CEO and board of trustees.

Candidates should have an advanced graduate degree in public health, law, or a related field and demonstrated success in the policy arena, including policy formulation, analysis, advocacy, and research. Candidates also must possess proven leadership and senior-level management experience in a health or public-health organization with a focus on HIV/AIDS; experience in governmental processes at the local, state, and federal levels; outstanding communication skills, including the means to address issues in non-partisan and non-polarizing ways; and the ability to work effectively with researchers, activists, policy makers, and the media. The successful applicant also should be able to build consensus, educate, and motivate; have the flexibility to travel to off-site meetings and work extra hours when needed; and maintain a strong personal commitment to amfAR’s mission and programs.
