In three days' time the transfer
orders of 104 Kendriya Vidyalaya (KV) principals underwent seven modifications.
However, many glaring discrepancies in the orders still remain.
The
commissioner's office of Kendriya Vidyalaya Sangathan (KVS) had brought out a
transfer list for the principals of its affiliated schools. In all, 104
principals were given transfer orders.
In this list was the name of
N A Abrahim, a retired principal from KV No 1, Mangalore, who was being
transferred to Sambra. The order was later modified (on June 26) to include
changes to the transfer of Abrahim and
six others.
But, many
principal are still alleging that the list has been made in violation of the
transfer policy of the Sangathan.
As per the KVS transfer policy;
candidates with less than three years to retire (LTR) should not be transferred.
The list, however, includes the names of over 17 such principals.
Among those on the list are Upendra Prasad Singh, principal, Angul,
who has less than two years to retire, while S C Vyas of Ujjain and O P Punia of
Chandigarh have 18 months or less to retire. Besides, these principals have
neither any cases of misconduct nor are their schools producing bad results in
the boards.
As per the KVS website's document on transfer policy,
"Transfers and postings are a right of the Sangathan, which it would endeavour
to exercise in the best interest of the students, with due regard to the
principles of equity and transparency vis-a-vis its employees." Yet, principals
who recorded 100% results in their schools have also been transferred.
These principals have questioned as to how the transfer of
performing principals would serve the interest of the students or the school?
According to the transfer policy document, "The competent authority
for transfer of principals is the commissioner of the Sangathan." However,
senior authorities of KVS, including its commissioner, Ranglal Jamuda, refused
to comment.
