can i, the asker, go in and vote for the best answer, which obviously will break a tie of 50/50?

Yep, you can.
In fact, once a question has gone to voting, that is the ONLY thing you can still do.
If you choose Best Answer to your question BEFORE it is sent to voting, you will get 3 points back for choosing BA, AND you can make sure that the 10 points for BA goes to the answer that YOU (the asker) thought was best. -
