Policing and enforcement
Transport Policing
TPED manages TfL's relationship with the Metropolitan Police Service's Transport Operational Command Unit (TOCU) and sets out five objectives:
- Ensure passengers and staff feel safe using the bus service with a focus on key corridors and locations
- Ensure efficient movement of buses and other road users
- Enforce the law relating to taxis and private hire vehicles to ensure public safety
- Help control and reduce congestion
- Ensure efficient movement of buses and other road users on red routes
In association with London Underground, TPED also manages TfL's relationship with the British Transport Police L area to police London Underground and the Docklands Light Railway. Working together, they have introduced reassurance across the network to:
- Solve problems at local level between TfL and BTP
- Provide a visible uniformed presence for the public
- Ensure timely response of BTP officers to threats and incidents of crime, disorder and network disruption
TPED's Crime and Disorder Reduction partnership unit works with local authorities, other key partners and police to reduce crime and disorder on and around public transport.
Bus Enforcement
TfL is committed to protecting public money through detecting and investigating fare evasion. We expect customers to pay the correct fare for their journey and failure to do so will lead either to a £20 penalty fare or prosecution.
The Investigations and Prosecution team can be contacted by emailing IPS@tfl.gov.uk.
Teams of Revenue Protection Inspectors work on buses day and night, ensuring customers have the correct tickets or passes for their journey. These inspectors also provide customer information and help to improve safety and security for customers and staff.
Bus Enforcement activities include:
- Protection of public money through ticket and pass inspections
- Investigation and prosecution of offenders
- Fraud investigation
- Revenue loss surveys
- CCTV investigations
- Responding to major incidents, events and security alerts
- Support and guidance for customers and staff

Policing our buses
When you travel on London's buses we want you to be secure, whatever your time of travel or route. We are doing everything we can to ensure your comfort and security, including:
- Increasing uniformed presence
- Installing CCTV units
- Improving bus shelters
- Increasing the number of night and 24-hour services
- Providing a visible deterrent
Bus Enforcement's Revenue Protection Inspectors support policing activities as directed and provide a visible deterrent to anti-social behaviour on the bus network.
Watching out for you - CCTV on the bus network
CCTV is now fitted to all buses on the London Bus Network. This improves customer and staff safety and security and can provide evidence in the event of an incident. It is also a deterrent to possible offenders.
