MADRID, Spain (AP) - A former Spanish city councilman was shot dead Friday in the Basque town of Arrasate, raising tension just days ahead of national elections.

Isaias Carrasco died after being rushed to a local hospital, Basque police told The Associated Press. Police said he was shot several times.
