Hill International Promotes Nine Professionals to Vice President

Robert L. Houser, PE of Hill's Abu Dhabi, UAE office was promoted to Vice President from Project Director. He will continue to lead Hill's management of the

Shams Abu Dhabi development. Prior to joining Hill in 2007, Houser was General Manager of Cape Inc. He earned his B.S. in mechanical engineering from the University of Kentucky and he is a registered professional engineer in Kentucky.

Waleed Abdel Fattah of Hill's Cairo, Egypt office was promoted to Vice President of business development for North Africa from Business Development Director. Ibrahim has more than 12 years of experience as a project manager, construction contracts specialist, senior quantity surveyor and commercial manager. Prior to joining Hill in 2002, Ibrahim was Senior Quantity Surveyor with Skanska International. He earned his B.S. in civil engineering from Ain Shams University in Egypt.

Adel K. Jemah, Ph.D. was promoted to Vice President in charge of Hill's Dubai, UAE office from Construction Manager. Dr. Jemah has over 20 years of experience in engineering, construction and project management. Prior to joining Hill in 1999, Dr. Jemah was a Civil/Structural Engineer with the University of Wales. He earned his B.E. in civil engineering from the University of Wales and his Ph.D. in structural engineering from Cardiff University.

Bassem C. Merchi was promoted to Vice President in charge of Hill's Doha, Qatar office from Construction Manager. Merchi has over 20 years of experience in project and construction management, contract administration, infrastructure engineering and site engineering for residential buildings, educational facilities, office buildings, hospitals, courthouses, roads and highways, and sewage projects. He earned his B.S. in civil engineering from the University of South Alabama.

David H. Rupp, AIA of Hill's Philadelphia, PA office was promoted to Vice President from Senior Project Manager. Rupp has over 25 years of experience managing major building projects such as courthouses, museums and high-rise office buildings. Prior to joining Hill in 2002, he was Director of Construction and Project Management with Day & Zimmermann. Rupp earned his B.S. in architecture from Temple University and his M.B.A. from the University of Pittsburgh, and he is a registered architect.

William J. Schiavi of Hill's Marlton, NJ office was promoted to Vice President of Taxation from Director of Taxation. Schiavi has over 28 years of experience in all phases of taxation analysis and planning. Prior to joining Hill in 2007, Schiavi served as Tax Director of American Water. He earned his B.B.A. in public accountancy from Bernard M. Baruch College and his M.S. in taxation from Pace University.

William J. Screnci, CMA of Hill's Marlton, NJ office was promoted to Vice President of Financial Projects from Director of Financial Projects. Screnci has over 25 years of experience in finance and accounting operations. Prior to joining Hill in 2007, Screnci was Senior Vice President and Chief Financial Officer for The Hibbert Group. He earned both his B.S. in business administration and his M.B.A. from Drexel University, and he is a Certified Management Accountant.

Lisa M. Stanley of Hill's Marlton, NJ office was promoted to Vice President in charge of Hill's Proposals and Graphics Group from Director. Prior to joining Hill in 2000, Stanley was a Graphic Designer for The Florida Sentinel. She earned her B.S. in Accounting from the University of the West Indies.

Samer T. Tamimi, Ph.D., PE, PMP was promoted to Vice President in charge of Hill's Abu Dhabi, UAE office from Construction Manager. Dr. Tamimi has over 15 years of extensive and progressively responsible experience in managing major construction projects. Prior to joining Hill in 2004, Dr. Tamimi was a Construction Manager for Sound Transit. He earned his M.S. and Ph.D. degrees in civil engineering from the University of Colorado. He is a registered professional engineer in Colorado as well as a Project Management Professional.
