Director General - Finance & Corporate Services

Job Ref: 0102024 Job Type: Permanent Employer Type: Recruitment Agency Date Added: 17/01/2008
Employer: Scottish Government
Location: Edinburgh
Salary: On Application
Benefits: Highly competitive £ six figure salary + Benefits

This role is about...

... working closely with Sir John Elvidge the Permanent Secretary at the Scottish Government, as his key asset in helping the top team drive organisational and cultural change; ensuring that the organisation’s machinery and resources are primed and positioned to deliver on policy initiatives; that strategic succession planning tools are in place to deliver the right talent in the right locations; that short-medium term financial scenarios, as well as those over a 10-20 year horizon are fully modelled and robust, with their implications planned for and understood; and that the capacity to respond swiftly, effectively and confidently to changing policy contexts is fully embedded.

We’ll potentially believe you can undertake this wide-ranging role...

... when you can persuade us that you have been a significant player in a major and successful change process in a substantial and complex organisation; and that your personal actions and interventions were decisive in such change.

We’ll begin to believe that you can make a success of this role...

... when we see, first hand: your strong leadership skills; your commitment to delegation and being an effective and personally secure, team player; your confidence and personal charisma; your articulate and convincing presentation/communication skills; and your capacity to understand the world of government and to bring insight into the distinctive challenges you will face here.

And we’ll both know that you have been successful when...

.. there is complete confidence throughout the organisation that systems and mechanisms work consistently and effectively, as they are intended; that there exist robust and consistently effective standards of financial performance and rigour throughout – with no surprises; and that Ministers and colleagues have full confidence that the organisation has the capacity and calibre of resource to respond swiftly and effectively to support any policy challenges that arise.

You ... and where this role leads

Private or public sector, currently UK based or overseas, you are likely already operating at board level and comfortable with complexity. Ideally (though not necessarily) CCAB qualified or with professional expertise in one of the areas within this role’s remit.
The role is attractive perhaps for its centrality to the future shape of Scottish Government, or its scope, or as a stepping stone to a Permanent Secretary/Chief Executive role in Scotland or elsewhere in the UK, or back into the private sector. Or all of the above.
