TITLE: Program Manager, MSM Initiative
LOCATION: New York, NY, USA
REPORTS TO: Vice President, Global Initiatives

amfAR’s international initiative for men who have sex with men (the MSM Initiative) requires a manager to oversee amfAR's efforts to fight the spread of HIV among MSM in the developing world, with a regional focus on the Caribbean, Africa, Central and South America, Southeast Asia, and Asia and the Pacific. Major program components are:

  • awards of small grants to organizations serving MSM already infected or at risk of HIV, and
  • advocacy and communications projects at global, regional, and national levels to generate media and public attention, effect policy changes, and mobilize resources for programs that address HIV among MSM.

The program also provides support for behavioral research to build understanding of HIV epidemics among MSM.

The manager is responsible for all programmatic and administrative grant-making functions, supervising awards at all stages, from submission of proposals through recruitment of qualified peer reviewers to administration of awards and payments. S/he works closely with MSM advocates in each region to track MSM service needs and grant applicant capabilities, building on strengths and correcting deficiencies; coordinates efforts with amfAR’s grants administration staff to monitor grant compliance and acts to rectify inadequacies, making recommendations for grant termination if required.

The manager leads a focused MSM and HIV policy effort with stakeholders, unifying strategic aims, aligning policy recommendations, and supporting coalitions to advance policy work via research, analysis, program implementation, and global, regional, and national-level communications. S/he also directs program and logistical support for a global MSM and HIV satellite conference to be held in July 2008 in Mexico City in advance of the International AIDS Conference.

The manager forms a communications nexus that includes regional stakeholders involved in the MSM Initiative, donors, partners, advisory bodies, and funded groups, utilizing in-person and technically-assisted meetings, correspondence, and media events; presents training and develops culturally appropriate program information and materials for each MSM regional demographic; and participates in amfAR’s broader strategy development, planning, and problem-solving activities.

Candidates will have a university degree or equivalent professional experience with MSM and HIV topics (public health, public policy, or socio-behavioral science); minimum three years of experience implementing international funding programs related to sexuality, health, or HIV; track record of making HIV behavioral interventions for prevention and for access to medical treatment, addiction services, mental health services, legal services, and education, training, and employment; and a portfolio of presentations on topics related to MSM, sexuality, public health, and human rights. Candidate will have proven capacity for leadership, diplomacy, and advocacy; excellent organizational skills; and strong and proven ability to work independently, coordinate events, prioritize projects, and initiate follow-through with accuracy. Must be eligible to work in the U.S. and fluent in written and spoken English; competency in other languages is valued but not required. A willingness and availability to undertake significant international travel is necessary, as is proficiency in the use of communications software and technologies such as Skype or other VOIP, Sharepoint, and software applications such as MS Word, Excel, and PowerPoint.
