Prevention of Social Problems of Family, Children and Youth in the Chukot Autonomous Okrug

The program is aimed at improvement of the present social situation; among its objectives are promotion of the healthy family values and building of a system of the social, medical and psychological support of the population. Special attention is paid to the youth issues and organization of the recreational activities. The program is implemented by the coordinators of the Red Cross of Chukotka who reside and work in the native villages of Chukotka. The coordinators’ goal is to provide social, medical, psychological and methodical assistance to the population. Each coordinator identifies his/her scope of work within this common goal.

The program has a number of following subprograms:

Creation of Conditions For the Volunteer Movement previews initiating of the volunteer service among teenagers and adult population of Chukotka. The teenager volunteer service is based on the well-known peer-to-peer concept. Potential leaders are found in a group of young people. They learn information and skills that help them to maintain their health, participate in the social life and share their knowledge with other teens. The first stage of the subprogram is prevention of tobacco, alcohol and drug consumption.

Help Line  The Red Cross of Chukotka supports the Help Line service. The Help Line employs 6 people; four of them completed a special training in Magadan in the framework of cooperation of the Red Cross of Chukotka with the Women’s Public Educational Center of Magadan. The Red Cross of Chukotka provided the eelp Line with the necessary technical equipm,enHHHHeh’Help Line with the necessary technical equipment. Over 2002 248 people called up the Help Line, 80% of them were women aged 12 to 60. Between January and July 2003 the Help Line received 461 calls.  Most of the calls came from the people aged 35 and more, i.e. 43.21% of the total number of calls. In the second half of 2003 395 people called up the Help Line. The analysis of problems addressed to the Help Line in 2003 reveals the problems of children and teenagers in relationships with their peers, parents and acquaintances.  Since December 2004 412 people called up the Help Line. More and more calls to the Help Line came from men. The quality analysis of the problem calls over 2004 demonstrates that a successful resolution of the social problems in the Chukot Autonomous Okrug positively affects the living conditions of the population and, in its turn, reduces the number of calls of the social character to the Help Line and demonstrates predominance of the personal problems
