Interior Ministry Unable to Protest Disqualifications
GORGAN, Golestan, May 21--Interior Ministry Spokesman Jahanbakhsh Khanjani on Saturday said the ministry is not responsible for the vetting procedure and cannot object to the disqualification of presidential candidates.
Speaking at a student gathering in Imam Ali (AS) University in western Golestan, the spokesman said, “The Interior Ministry believes nothing should be done to give the impression that a segment of the society does not have a representative in the presidential race.“
He stressed that the public should not be discouraged with the status quo in the event of disqualifications, urging students to show up at the ballot boxes in large numbers, IRNA reported.
“If you do not make a decision for yourselves, others will decide for you. If other people decide for you, then you and the country have been harmed. But, if you make a decision, even though you may have made a mistake, you can compensate for it in the future,“ he said.
Asked about the characteristics of the next president, Khanjani said, “He must have plans for the youth and possess sufficient power to overcome challenges and crises. He must also be able to reconcile different social strata and viewpoints, and must be strong on the international scene.“

Presidential Candidates Not to Exceed 10

TEHRAN, May 21--Guardians Council said on Saturday it does not pursue favoritism in the screening procedure, noting that the number of candidates should not exceed 10.
Addressing a press conference, GC Spokesman Gholamhossein Elham added, “Some 1,014 people have nominated for the presidential race. The yardstick for the council will be Article 115 and the candidate’s ability to manage state affairs.“
He underlined the need for the Majlis and government to revise the presidential poll laws, ISNA reported. Elham also said the GC has not been advised to qualify or disqualify certain candidates.
“The council’s duty is to fulfill its legal task of following the vetting procedure,“ he said.
The spokesman stressed that the main consideration in the screening process is the current status of contenders in the society.
“Their background is also considered when necessary,“ he noted.
Asked how the cases of candidates with military backgrounds will be examined, he said, “Please do not ask questions about particular individuals and do not expect any answers either. The results of the screening procedure will be announced in due time. The candidates with military backgrounds have all resigned from their military posts.“
Elham also said that it is a violation if three days before the election day, articles are published in print media about the withdrawal of a certain candidate in favor of other candidates.
“If this happens, the author of the article has violated the rule of law. If the author is not identified, then the publication’s managing director will be held accountable,“ he said.

No Gov’t Interference In June 17 Poll

TEHRAN, May 21--Government Spokesman Abdollah Ramezanzadeh on Saturday said the government is not trying to assume any role in the June 17 presidential election.
Speaking to ISNA, Ramezanzadeh added that the government intends to maintain the existing political atmosphere without any interference.
“If the need does not arise and the governing climate prevails, the spokesman’s sessions with the print media will not be held,“ he said.
He emphasized that during his tenure as spokesman, he never discussed his personal views and always tried to reflect the government’s standpoint.
Commenting on the acquittal of defendants in the case of contaminated meat import, he said, “I am confident that Judiciary Chief Ayatollah Mahmoud Hashemi Shahroudi has transformed the judicial system and the changes he has brought about will be miraculous. Currently, the judiciary is undergoing a path which is expedient for the country and the nation.“
On the interpretation of the term “political dignitaries“ by some members of the Guardians Council, he said, &#8220Based on the rule of law, the Guardians Council is duty-bound to interpret the constitution and its executive council. I do not know why the GC’s Executive Council has made comments in this regard when it cannot do so according to the existing laws and regulations of the country. There are differences of opinion with respect to interpreting the term. But we believe there are many competent women in the country who are even more competent than many incumbent managers and administrators.“

IAEA Support for EU Talks
VIENNA, Austria, May 21--The International Atomic Energy Agency (IAEA) on Friday said it supported the EU-Iran nuclear talks, but diplomats warned it was impatient for more information from Tehran and its member-states might refer the matter to the UN Security Council if the talks failed.
“We do support these negotiations,“ IAEA Spokeswoman Melissa Fleming told AFP, but declined to comment on the talks because they were taking place “outside our territory“.
Sources said Friday crisis talks between Tehran and the so-called EU-3 of Britain, France and Germany and EU foreign policy chief Javier Solana could take place next week in Geneva rather than Brussels as previously planned.
The talks have been prompted by Tehran’s recent statements that Iran is set to resume uranium conversion work, a move that EU-3 believe would violate a November accord on freezing nuclear fuel work.
Diplomats said the IAEA’s 35-member Board of Governors wants a commitment from the Islamic state that it will give up its plans. If it does, the board will choose to read it as a sign that Tehran can be trusted.
The Europeans want a permanent freeze of all nuclear fuel work, and in exchange is offering Iran political and commercial cooperation.
Disarmament activists accused the United States and Iran on Friday of frustrating progress at a month-long conference of 188 nations seeking to strengthen the 1970 nuclear Non-Proliferation Treaty. While the two countries are driven by very different motives and have spent much of the conference deriding each others’ positions, they could together end up forcing the conference to a stalemate, the activists said.
The meeting began May 2 and ends next Friday, leaving it one final week to reach an agreement.
“I think it’s a very real possibility that some states are going to try to make the clock run out,“ said Rebecca Johnson, co-founder of the London-based Acronym Institute for Disarmament Diplomacy.
“If this review ends in shambles...the danger is that you will have confidence in the treaty eroding,“ she told reporters.

Economic Proposals For Next President

TEHRAN, May 21--A group of Iranian economists will sign a communiquŽ this week urging the next president to resolve economic problems through systematic plans.
The draft of the communiquŽ has been prepared by eight economists and the communiquŽ, which will be signed on Monday, is supported by 97 economists.
The person who made the proposal, Seyyed Mehdi Sahraian, along with seven other economists, began working on the draft of the communiquŽ since April.
Several years ago, Sahraian’s theory concerning small industries attracted the attention of the global community and he was introduced as the economist of the year in 2001 and 2002 by New York’s Academy of Sciences.
Sahraian, a professor of economics, told Iran Daily that the 18-page communiquŽ focuses on issues such as challenges in the national economy, subsidy system and price stabilization.
“Some 97 economists nationwide have so far expressed support for the theory of production orientation and the communiquŽ prepared on this basis,“ he said.
Stressing that the communiquŽ is not political, he said, “Irrespective of who the next chief executive will be and irrespective of his political affiliations, the communiquŽ has been prepared as a means for resolving national economic problems.“
Sahraian has written several books on small industries, employment and strategy of industry and some of his books have been translated into English by the United Nations.

Iraq Denies Allegation
TEHRAN, May 21--Iraqi government spokesman on Saturday rejected the allegation that Iran was interfering in Iraq’s internal affairs.
According to IRNA, Laith Kubba, who was addressing his first press conference, added, “Iran is Iraq’s great neighbor and has long borders with Iraq. We do not want to revive the sensitivities of the past. Iran does not intend to topple the Iraqi regime.“
Kubba further said terrorists do not enter Iraq via Iran.

Hezbollah RespondsTo Israeli Fire
BEIRUT, Lebanon, May 21--Lebanese militiamen fired rockets on the Israeli-occupied Shebaa Farms on Saturday, causing no casualties, in response to Israeli warning fire at shepherds who had entered prohibited territory, officials on both sides said.
“In response to Israeli fire targeting the Lebanese village of Shebaa, Hezbollah fired around a dozen rockets on the sector,“ a Lebanese policeman said, AFP reported.
That was confirmed by a military source in Beit-ul-Moqaddas, who said militants from Lebanon &#8220fired at least eight missiles or rockets towards the Har Dov area&#8220.<br> The shooting came shortly after a group of shepherds and their flocks crossed into the Shebaa Farms, but were scared off when Israeli troops fired warning shots into the air.<br> The Lebanese police said heavy Israeli machine-gun fire damaged five houses.<br> &#8220About half an hour later, the cross border shelling started with high-trajectory firing at the Har Dov area,&#8220 the Israeli source said. &#8220This is another example of cross-border escalation which is completely unacceptable.&#8220<br> Hezbollah said &#8220our fighters responded to the Israeli fire, which hit houses in the village of Shebaa, by bombarding the position at Rweissat Al-Alam&#8220.<br> Seized from Syria in the 1967 Arab-Israeli war along with the rest of the Golan Heights, the Shebaa Farms is now claimed by Lebanon with Syrian blessing although Israel rejects the arrangement.<br> </div> </td> </tr> <tr> <td align=center> <hr width=o100%o> </td> </tr> <tr> <td align=center> <div class=surtitle1> </div> <div class=title11> Emirates Airline Plans $550m Bond Issue <br> </div> <div class=subtitle1> </div> <div class=detail1> DUBAI, UAE, <br> May 21--Dubai&#8217s Emirates Airline announced Saturday it planned to issue its maiden Islamic bond, or sukuk, next month, with a seven-year maturity.<br> &#8220The bond has been benchmarked at around 550 million dollars. Mohajer<br> </div> <div class=detail1> Societies and nations, similar to individuals, have fundamental rights which cannot and should not be excoriated. Likewise, such basic rights are not something rulers can &#8217pick and choose&#8217 depending of their wish and whim.<br> One such right is the right to progress, acquire knowledge and advance technologically to help ensure sustainable development. Today no country can be deprived of the right to decent levels of development assisted by science and technology. <br> In principle, it is the people or their elected government who can and must have the final word on whether a specific technology is necessary and beneficial. In law-abiding nations this is a normal process.<br> By the same token, people for their own valid reasons may decide not to acquire a certain category of technology. Their priorities may change depending on need, time and events, or in some cases expedience.<br> Iran is no exception to this generally acceptable covenant. With respect to the hue and cry subscribed by the ultra neocons in Washington about our civilian nuclear program, it is the Iranian people who will decide the scale and scope of the relevant technology instrumental to the program.<br> Of course, their decision also depends on existing international law and regulations. So far, and as often publicly announced by our senior authorities, Tehran has done nothing outside of its international commitments and conventions guiding the peaceful use of nuclear energy.<br> The unfriendly European stance and the maladroit hostility of the Bush regime against Iran&#8217s right to acquire nuclear technology has so far failed to intimidate our young engineers and experts working in the nuclear sphere. The more the westerners push, the more will they be determined to introduce nuclear energy in our ambitious development programs.<br> As a matter of policy, both Europe and America have pursued double standards regarding nuclear issues. It must be recalled that the two not only have access to civilian nuclear technology, but are deeply advanced in nuclear programs for military purposes. The United States is the only outlaw country in the world to have used the atomic bomb and other banned weapons, and so it simply cannot lay claim to the high moral ground when it comes to the use of nuclear technology. <br> The case is strong also against the UK and France. One of their closest allies, Israel, is long armed with dangerous nuclear warheads. In fact the tyrannical power occupying Palestine is the only state in the volatile region with access to nuclear weapons. However, the same Europeans and their cousins in the US never dare to protest Israel&#8217s shocking lawlessness and its mockery of human conventions. In short, the unambiguous message is that only America&#8217s friends and its partners in crime can have access to nuclear weapons!<br> Another point is that the International Atomic Energy Agency, which is responsible for implementing conventions and accords on the peaceful use of nuclear technology, is reluctant to officially recognize Iran&#8217s legitimate right to nuclear technology. This sort of attitude by one of the world&#8217s respected institutions is doing nothing to help promote international peace and stability.<br> Given the circumstances and the fact that the US is constantly upping the ante, Iran now seems to be left will little option but to terminate the talks with the EU3.<br> It is time for Tehran to approach the UN General Assembly to decide whether it has violated international protocols regarding nuclear technology. Iran should build its reasoning on the premise that IAEA inspectors have never found any trace of illegal nuclear activities on our soil.<br> For obvious reasons, Iran should not raise its argument in the UN Security Council because the US, UK and France, the three sides relevant to the ongoing negotiations, are permanent members of the council which has often been likened to the &#8220law of the jungle.&#8220<br> If necessary Iran should take its complaint against Europeans and the US to international arbitration. <br> It is now more than clear that the US is not willing to grant Iran any space on the right of access to peaceful nuclear technology.
