Top Venezuelan Award For Khatami
CARACAS, Venezuela, March 12--IranÕs President Mohammad Khatami here on Friday called for freedom, development and security for all nations.
Addressing the Venezuelan Parliament, Khatami said both Iran and Venezuela are passing through the difficult road of freedom, independence and democracy, IRNA reported.
He condemned the US aggressive policies toward other countries, saying violence, terror and discrimination are threatening nations and civilizations.
ÒThe ugliest phenomenon of today's world is terrorism,Ó he said, adding that certain powers, under the pretext of carrying out anti-terrorism campaign, occupy other countries and interfere in their domestic affairs.
Several agreements worth over $1 billion on cooperation in oil and petrochemical industries, taxes, commerce and construction were signed between Iran and Venezuela. The documents were signed by President Khatami and his Venezuelan counterpart Hugo Chavez.
In a separate ceremony on Friday, Venezuelan President Hugo Chavez handed the highest official award of his government to President Mohammad Khatami.
Addressing the ceremony, Khatami expressed satisfaction over his visit to the country and said it was a symbol of the link between the two nations that have decided to live freely and gracefully.
Khatami said he was pleased to receive the award from the hands of a person to whom the Venezuelan nation has repeatedly expressed its respect.
Chavez described Khatami as a person who has always fought for freedom, justice and peace and always wanted the best for all nations.
The two leaders also arrived in the Venezuelan city of Ciudad Bolivar on Saturday to inaugurate a tractor manufacturing plant as a joint venture. Iran and Venezuela have invested $34 million in setting up the plant. Iran holds a 31-percent stake in the plant, which has the capacity to annually produce 5,000 tractors.
Khatami arrived in Caracas in Thursday from Sarajevo on the third leg of his three-nation tour which has already taken him to Croatia and Bosnia-Herzegovina.

EU Not Calling for Abandoning
Uranium Enrichment
Additional Guarantees On Agenda

VIENNA, Austria, March 12--EU negotiators are not insisting that Iran abandon uranium enrichment, and talks between Iran and the 25-member bloc are focusing on how Tehran can give other guarantees that its nuclear program is peaceful, a senior Iranian negotiator said Saturday.
"It is quite clear that for the Europeans the abandoning or cessation (of uranium enrichment) is not even on the negotiating table," said Syrus Nasseri, who led the Iranian team that met with representatives of the EU "big three" Britain, France and Germany this week in Geneva, AFP reported.
The United States backs the EU's offer of trade and other incentives to Iran in return for a halt to enrichment, a fuel process that could also provide Tehran's clerical regime with the capacity to build a bomb.
Nasseri said, "What we are negotiating (with the European trio) is to seek ways that the Europeans can have additional assurances on our fuel production."
Nasseri, speaking by telephone before leaving Vienna for Tehran, said both sides "are trying to have a compromise agreementÓ.
"It is a possibility to discuss the extent and level of (nuclear) capacity we would pursue. The basis could be on the ground of the level of enrichment and the extent of enrichment," he said, without elaborating.
Officials from the European trio were not immediately available for comment.
The US State Department said Friday US has agreed to drop its objection to Iran's candidacy to join the World Trade Organization in support of European diplomatic efforts over Tehran's controversial nuclear program.
President George W. Bush "has decided that the US will drop its objection to Iran's application to the World Trade Organization and will consider, on a case-by-case basis, the licensing of spare parts for Iranian civilian aircraft, in particular from the European Union to Iran," Secretary of State Condoleezza Rice said in a statement.
She said the move was "in order to support the EU-3's diplomacy."
The three European nations are France, Germany and Britain.

No TV Debate Before Official Campaign

TEHRAN, March 12--Guardians Council Spokesman Gholamhossein Elham said on Saturday presidential candidates cannot participate in televised debates before the final list of contenders is announced and official campaigning begins.
Speaking to reporters, Elham also said, ÒThe rule of law about how presidential nominees should conduct their campaign activities during the official period of campaigning is clear and a commission is in charge of supervising campaigns. There are representatives from the Interior Ministry, judiciary and Guardians Council on this commission.Ó
He emphasized that nobody is considered a presidential aspirant until the names of all nominees are announced officially.
Elham also emphasized that during the campaign period, the Islamic Republic of Iran Broadcasting should provide equal opportunities to all nominees.
Elsewhere in his remarks, Elham noted that the GC is accountable to the divine court of justice and the people.
Asked about GCÕs stance toward the banned Freedom Movement of Iran and the candidature of its secretary-general, Ebrahim Yazdi, he said, ÒWe firmly adhere to the directives of Imam Khomeini regarding FMI.Ó
Commenting on YazdiÕs recent remarks questioning the competence of GC members for qualifying presidential candidates, he said, ÒThis is nothing but psychological warfare. We do not know who Mr. Yazdi and the FMI consider qualified that they do not accept GC as qualified. It would be much more appropriate if we were to know the FMI stance vis-ˆ-vis the Islamic system and the constitution. It is a good sign that they accept GC as a supervisory entity.Ó

Leader Underscores Selflessness
TEHRAN, March 12--Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei on Saturday underlined that being at the service of war veterans and their families is a momentous and invaluable task.
According to IRNA, the leader made the remarks after receiving senior officials of the Martyrs and Sacrificers Foundation on the occasion of the anniversary of Imam KhomeiniÕs decree for founding Martyrs Foundation.
ÒBy reviving the glorious culture of martyrdom and selflessness, war veterans and their families helped spread Islam both inside and outside the country,Ó he said.
The leader went on to stress that war veterans and their families should be treated with dignity.
ÒAll the officials and people of the country should endeavor to uphold the culture of selflessness and martyrdom, but the organization shoulders more responsibilities than all other entities in this respect,Ó he said.
Ayatollah Khamenei also welcomed the merger of Martyrs Foundation and Sacrificers Affairs Organization.
Meanwhile, head of the organization, Dehqan, briefly spoke about the performance of his institution.

Hamas to Participate In Legislative Polls
NABLUS, Occupied Palestine, March 12--Palestinian resistance movement Hamas announced on Saturday it would end a long-standing boycott and take part in Palestinian legislative elections in July.
"Hamas has decided to take part in the Palestinian legislative council election this summer," a Hamas leader, Mohammad Ghazal, told a press conference in the northern West Bank town of Nablus.
Hamas boycotted the first legislative elections in the Palestinian territories in 1996 and refused to put forward a candidate for the presidential election in January which saw Mahmud Abbas chosen to succeed the late Yasser Arafat, AFP reported.
However, Hamas has taken part in local elections, and scored a landslide victory in its Gaza Strip stronghold in January. Abbas welcomed the news.
"This is a positive step that contributes to the participation of all Palestinians in political life," Abbas told reporters in Ramallah.
"Hamas' decision is not really a surprise since the group had taken part in recent local elections which they won."
The announcement by Hamas came ahead of a meeting of all Palestinian factions in Egypt on Tuesday where they are expected to discuss a ceasefire.
Palestinian national security advisor, Jibril Rajub, said last week that all armed groups were ready to observe a truce following several months of an unofficial period of calm.
Hamas had previously boycotted Palestinian Authority elections because of its opposition to the 1993 interim Oslo peace accords that mandated the ballots.
But leaders of Hamas have shown interest in having a greater voice in Palestinian government, especially following the group's strong showing in municipal elections earlier this year.
Hamas won 30 percent of all seats in the local elections in the West Bank and a majority of seats in the Gaza Strip.

Syria Pledges Full Withdrawal

DAMASCUS, Syria, March 12--Syrian President Bashar Al-Assad has agreed to remove all his military and intelligence personnel from Lebanon, a UN envoy said Saturday, adding that details of a timetable would be given to the UN secretary-general next week.
"The president has committed to withdrawing all troops and intelligence services from Lebanon in fulfillment of Security Council Resolution 1559," envoy Terje Roed-Larsen said in a statement after talks with Assad in the northern Syrian city of Aleppo, AFP reported.
"I will present to Mr (UN Secretary-General Kofi) Annan further details of the timetable for a complete Syrian pullout from Lebanon on my arrival in New York early next week," he said.
But he did not disclose a timeframe for the final phase of what he said would be a two-stage maneuver.
For its part, the Syrian state news agency SANA confirmed that an ÔunderstandingÕ had been reached to withdraw the troops, though it did not mention the intelligence personnel.
"In a first stage, all Syrian forces will redeploy to the Bekaa Valley before the end of March, and a good part of those forces will reenter Syria. In a second stage, the remaining forces will withdraw completely," he said.
Annan had sent Roed-Larsen to secure a firm date for a complete pullout by Syria, which has held political and military sway over its tiny neighbor for almost 30 years.
Resolution 1559, passed by the UN Security Council last year and co-sponsored by France and the United States, calls for Syria's withdrawal as well as the disarming of militant groups like Hezbollah.

Maximum Participation

The norm is that electoral exercises must be free and fair to be acceptable. In our political vocabulary, however, in addition to being free, an election is fully endorsed if the majority of those eligible to vote participate.
Although it is not very clear what is exactly meant by the notion of maximum participation, the May 1997 presidential election during in which 79.9 percent of voters showed up at ballot boxes was given high marks because the majority of the people had participated.
It seems if the role of government and the Interior Ministry in electoral races is clarified, the upcoming presidential election will produce positive results.
If the government and Interior Ministry got entangled in a serious dispute with the powerful Guardians Council during the Majlis election last year, it was because the GC bestowed itself with excessive authority when screening candidates for the law-making institution.
The fact is that the GCÕs performance during the controversial seventh parliamentary election was a major infringement of the rights of Interior Ministry, electoral executive committees and the nominees.
In Majlis elections, the government is the highest authority responsible for ensuring the vote is free and held in a truly competitive manner. It is also held accountable for the level of the public participation.
However, in the case of presidential elections the Guardians directly handle the vetting procedure and the Interior Ministry plays no important role in it. Thus it can be said that the Interior MinistryÕs sole responsibility here is to ensure that there is no rigging and that the votes are counted correctly.
In presidential elections, as opposed to the vote for the 290-member Majlis, the Interior Ministry is not considered a major player. It is rather responsible for paving the grounds so that voters can select their candidates of choice in full freedom and without intimidation.
Needless to say, maximum participation in elections is contingent upon freedom to choose and compete, and fairness.
Much also depends on how the screening process is carried out. This time around, utmost care must be taken in organizing the June presidential race.
First of all, the GC should revise its performance and put an end to favoritism while studying the credentials of would-be candidates.
Even if freedom, competitiveness and fairness of the vote are ensured, the people must be convinced that the president-elect will have sufficient authority to carry out all his obligations to the nation. Let us recall that in the past eight years, radical conservatives did everything possible to discourage the public, enfeeble their trust in the ruling establishment, and created major obstacles for the chief executive.
This time all necessary steps must be taken to guarantee that those unacceptable practices are not repeated.
Perhaps, parliament can be of the greatest assistance in this respect.
The conservative-dominated chamber should demonstrate that it has enough flexibility to cooperate with the next president, irrespective of his political leanings.
So far it seems that the Majlis has created far too many hurdles for the Khatami administration and its plan of action in key areas.
The bottom line is that the legislature and executive branches of government need to perform in unison if the latter wants to fulfill its duties effectively and as expected by the people. Let us bear in mind that although President Mohammad Khatami has the support of the majority of the voters, lawmakers who have only about 20 percent public support, have made his job extremely difficult, if not impossible.
In practical terms it would seem that the present Majlis would not cooperate with the incoming president unless he is 'one of them' and a member of the conservative enclave. In the interest of the country and the people, parliament must move without further delay to dispel its unhelpful image so that the people are encouraged to come out and vote on June 17.
