TONIGHT ON THE CBS EVENING NEWS

Here is an early preview of what we are planning for tonight’s CBS EVENING NEWS from Anchor and Managing Editor, Katie Couric…

Hi, everyone,

A chilling Arctic cold wave with temperatures as low as 38-below zero swept across the Midwest and Northeast today, canceling school for thousands of children, and bringing feet of snow to parts of upstate New York. When is the big chill expected to end? Cynthia Bowers will have the latest developments on the deep freeze.

Florida residents are still grappling with their deadly weather: Friday's tornadoes. Early estimates show at least $68 million in property losses and about 1,300 homes and buildings damaged or destroyed in central Florida. As cleanup continues, survivors and supporters rallied around the rubble where the Lady Lake Church of God once stood. We reported from there Friday, and Sharyn Alfonsi will have this follow-up.

Plus, after much speculation, former New York City mayor Rudy Giuliani filed a "statement of candidacy" with the Federal Election Committee today, moving closer to a full-fledged campaign for the Republican U.S. presidential nomination. Despite his popularity in some national polls, Giuliani faces hurdles securing his party's nomination. Gloria Borger will have more on what his chances may be.

Turning to Iraq: As sectarian bloodshed continues in Iraq — today, at least 38 died in attacks in Baghdad — members of Congress are gearing up for a historic vote on a non-binding resolution opposing President Bush's troop increase in Iraq. Meanwhile, President Bush's new $2.9 trillion spending plan, which devotes billions more to fighting the war in Iraq, is coming under attack from Democrats for not allocating enough to domestic programs. Even the top Republican on the budget panel, Sen. Judd Gregg, R-N.H., said the budget as presented has little chance. Sharyl Attkisson will have the latest from Capitol Hill.

We're also taking note of the speech former Secretary of State Colin Powell delivered to the United Nations four years ago in the days leading up to the war. Powell lent credibility to the president's case for war with Iraq, accusing Saddam Hussein of harboring weapons of mass destruction. In the speech, Powell said he relied on information he received from the Central Intelligence Agency, some of which we know now was incorrect. David Martin will have a look back at that speech, and its consequences today.

We will also kick off our week-long series, The American Spirit, which explores how business, education and healthcare issues are being tackled by people trying to make a real difference in their communities. Tonight, I'll report on a program that's a dream come true for public school students who never thought they could afford college.

Plus, there's a troubling new report out today about kids and porn and the Internet. A survey reveals that more children and teens are being exposed to online pornography, mostly by accidentally viewing sexually explicit Web sites while surfing the Internet. Daniel Sieberg will tell you what you can do to protect your children.

Finally, it's fashion week here in New York, and the catwalks are full of extremely thin models. But ultra-thin is sometimes ultra-dangerous. As Kelly Wallace will report tonight, the fashion industry is coming under new pressure to do something about it.

HOME THEATER: FLAGS OF OUR FATHERS ON DVD: Clint Eastwood has won four Academy Awards as a director and producer. He's headed back to this year's ceremony with two more nominations for the Japanese film, Letters From Iwo Jima. The film's English companion Flags Of Our Fathers received two nominations itself and is available today on Home Video. CBS National Correspondent Hattie Kauffman will bring us more in Tuesday’s Home Theater.

TASTE OF HOME SOUP: Each year, over 15,000 home cooks submit recipes to Taste of Home magazine in hopes of winning one of the publication's six national recipe contests. In the most recent contest, editors were on the lookout for award-winning soups. Trina Bigham of Fairhaven, Massachusetts took the top prize and will join us to share her secret to soup success as well as Taste of Home Editor-in-Chief Catherine Cassidy.

LIVING ROOM…LIVE!: We proudly continue with the second installment of our special Living Room...LIVE! series, but this time there’s a new twist… the spotlight is on the kids! Which young contestants will prove grownups are not the only ones with big talent? We’ll let America decide who are the little stars in the making. Tuesday morning, we will reveal our next three contestants! Will it be… 8-year-old Katherine Fritsch from Raleigh, NC; 14-year-old Emmy Bodner of Georgetown, IN; or 11-year-old Brianna Scully from Stuart, FL? Your votes will decide!
