John C. White

Biography

Environmental Protection Agency Administrator Russell E. Train today announced the appointment of John C. White, age 46, as Regional Administrator of EPA's Region VI office in Dallas, Texas.

White, now Deputy Administrator of the Agency's Region IV office in Atlanta, will replace Arthur W. Busch, who resigned as Region VI Administrator on January 31, 1975.

George J. Putnicki will continue as Deputy Region VI Administrator in Dallas.

"I am delighted that John White is undertaking this critically important job as Regional Administrator," Train said. "Region VI is one of the fastest growing, most challenging areas of the country.

"John White brings several essential qualifications to his new job. As Deputy Administrator in Atlanta, he has demonstrated outstanding management ability. He is dedicated to the environmental goals of the Agency, which he has consistently pursued with firmness, fairness and balance. A career public servant, White possesses strong professional qualifications in the areas of EPA's responsibilities, particularly in the field of water quality. I am confident that John will establish and maintain effective communications with State and local officials, industries, and citizen groups throughout the Region.

"He shares my belief that our environmental goals can best be achieved by working together. He is one of EPA's top career professionals and I am confident that he will do an outstanding job."

A registered engineer who also holds a law degree, White joined the Environmental Protection Agency (then Federal Water Pollution Control Administration) in December of 1966 after four years service with the Department of Housing and Urban Development (formerly Housing and Home Finance Agency) as an engineer in the Community Facilities Grant Programs.

Prior to that, he worked with Brown Engineering Company in Huntsville, Alabama, and Palmer and Baker Engineers, Incorporated, in Mobile as project design engineer for multiple municipal and public facility type projects.

A native of Blackshear, Georgia, and a Navy veteran, White received a degree in civil engineering from the University of Alabama in 1957 and a law degree from Emory University in 1968.
