Milton R. Russell

Biography

The U.S. Senate Friday confirmed the appointment of Milton Russell as Assistant Administrator for Policy, Planning and Evaluation of the U.S. Environmental Protection Agency.

In this capacity, Russell will provide EPA with analysis on the impact of its regulations and policies and explore regulatory and policy alternatives for the agency to help it make informed, environmentally-sound decisions.

EPA Administrator William D. Ruckelshaus said, "Milt Russell will oversee in-depth analyses of EPA's regulations and policies to help determine the most effective course of action for achieving the agency's environmental goals.

"He has worked many years applying economic analysis to the preservation and effective management of natural resources and to the protection of the environment. His experience as a natural resources economist is very valuable to EPA as we strive to meet the public's expectations of a clean and safe environment."

Russell came to EPA from Resources for the Future, a public policy research institution specializing in natural resources and the environment. He served as its Director of the Center for Energy Policy Research since 1979. He was with the institute since 1976.

From 1974-1976, Russell served as senior staff economist at the Council of Economic Advisers. He worked as a staff economist for the Federal Power Commission during 1966-1967.

Russell has taught at several universities, including Southern Illinois at Carbondale where he was chairman of the Economics Department.

He received his doctorate in economics from the University of Oklahoma in 1963, after previously earning his masters in economics there in 1957. He graduated from the Texas College of Arts and Industries, Kingsville, Texas, in 1955. He was born and raised in Corpus Christi, Texas. He and his wife reside in Washington, D.C.
