J. Clarence Davies

Biography

J. Clarence ("Terry") Davies was confirmed by the U.S. Senate yesterday to be Assistant Administrator for Policy, Planning and Evaluation of the U.S. Environmental Protection Agency. In this position, he will have responsibility for oversight of all agency policies and programs, as well as the regulatory process.

EPA Administrator William K. Reilly said, "EPA is fortunate to have Terry Davies. He is a leading authority on environmental research, toxic-substances control and risk assessment. He is an able manager and an innovative thinker, familiar with the wide range of EPA's activities and the many conflicting demands on the agency."

Davies was co-author of the original plan to create EPA and served as an advisor to the agency from 1973 to 1981 on the Executive Committee of the Science Advisory Board (SAB) and from 1986 to 1989 on the SAB Integrated Environment Management Subcommittee. He also served with two other federal agencies, the Council on Environmental Quality and the Bureau of the Budget (now the Office of Management and Budget).

Prior to his nomination, he was Executive Vice President from 1976 to 1989 of The Conservation Foundation, a non-profit environmental research organization. He managed all of its programs, including the Foundation's "State of the Environment" series. He specialized in matters concerning toxics, risk assessment and the control and integrated management of pollution.

From 1973 to 1976, he was a fellow at Resources for the Future, Inc., where he conducted a study of how problems become political issues, with emphasis on environmental issues.

When the Council on Environmental Quality was created in 1970, Davies began a three-year assignment as Senior Staff Member with responsibilities for environmental monitoring and research, technology assessment and toxic substances. During 1969 and 1970, he was a consultant to the Ash Commission where he co-authored the reorganization plan to create EPA.

Davies was the chief budget examiner in the Bureau of the Budget for environmental and consumer agencies from 1965 to 1967.

He was on the faculty of Princeton University from 1967 to 1970 and Bowdoin College from 1963 to 1965. He is an alumnus of Dartmouth College, a member of Phi Beta Kappa and holds a doctorate in American government from Columbia University.

He is the author of "The Politics of Pollution" and "Neighborhood Groups and Urban Renewal" and the co-author or co-editor of three other books and 15 articles and monographs dealing with environmental issues.

Davies was born in New York City on Nov. 16, 1937, and now resides in Bethesda, Md., with his wife, Barbara. They have two children, Elizabeth Davies and Eric Davies.
