(June 15, 1787), plan introduced at the
Constitutional Convention favoring small states. Presented by delegate William Paterson of New Jersey, the plan called for a single federal legislative body in which all states, regardless of size, would have one vote. The New Jersey Plan was an alternative to the
Virginia Plan, which favored the large states. Parts of each plan were incorporated into the
Great Compromise, or Connecticut Compromise, providing for a two-house legislature, with the U.S. Senate representing the states on an equal basis and the House of Representatives representing the people on the basis of population.
