EA.com message board - poor forum software, but many many posts.
BF42.com forum (General Discussion, General Editing) - worthwhile posts, very active modder community.
BFNation forum - a quite active forum community, even has an EA representative posting.
Planet Battlefield - a relatively new forum, becoming popular.
Battlefield Central - not as busy as the others, but has some interesting threads.
ECGN - generally intelligent posts by good players.

The BF42.com maps site shows what
recent mods are popular downloads.
Planet Battlefield has a well-organized page of popular downloads.
It also has a comprehensive list of mods
and a graphical custom map page and a
separate full map list.
BF42Home has a longer lists of existing mods.
BF Central has a comprehensive list of mods in
development, and a (not very complete)

of mods for download.
There is also a fairly comprehensive list
at the Clan 1942 site.
ModDatabase also lists many Battlefield 1942 mods in development and approximately how far along each one is.

Game changes
- Merciless Creations - various modifications that change how the existing battles look to you. Works fine in multiplayer. Just load and play the game normally. (Also download here.)

Roughly in order of popularity, judged by how many servers are hosting the mod.
- Desert Combat 0.35 alpha (forum) - U.S. vs. Iraq, with jets and other fun stuff. By far the most popular mod - get it!
- Eve of Destruction 11% (forum) - Vietnam war.
- Eternal Silence - science fiction combat.
- BF42.com maps - you can see what recent mods are popular.
- Planet Battlefield mods - a comprehensive list of mods.
- G.I. Joe - based on the cartoon.
- PBF Map Pack - six decent new maps (Guam and Caen are very good, though get the newer Guam here).
- Realism Mod - more realistic tanks, APCs, etc. Download here.
- Codename Eagle
(also download here) - fast and furious action. Scroll a fair ways down to see the download mirrors.
- Soldier9's Realism Mod 2.2
(also download here) - more realistic and lethal firepower, giving the game a different pace.
- Battle of Caen - capture the city of Caen in France; large map.
- A Bridge Too Far - battle for a bridge in a city.
- XhAOS Island - a large island map with lots of vehicles.
- Mappack No. 1 - Fish River, Battle of Bilston, Airbase, Remagen, Pacific War, Nightland Battle
- Parallel World - strange technologies abound here
- Wake Evening - Wake at night.
- Propaganda - Conquer the movie theater! Nice and different.
- True Omaha Beach, Longest Day - A more realistic Omaha Beach map.
- Citadel Island - a small map, take over the mountain.
- DaCrapper's Mega Tank Mod - Yes, lots of new tanks.
- Guam (forum) - map with a nice mix of vehicles
- Recruit Snyder's Mod Collection V1.3 final - variants, new vehicles, much more. Needs RTR to work.
- Action BF - Hollywood movie action.
- Heavy Bombardment - booms go boom bigger.
- Battle of Bilston - desert warfare.
- Remagen - fighting for the bridge.
- Afrika Tank Battle - lots of tanks.
- Pearl Harbor - just so.
- 2fort42 - lots of vehicles.
- Punani Bay Beta - Americans vs. Japanese for control of an island.
- CiS - Conflict in Somalia. (also download here) - Defunct, no longer being worked on.
