Colon went 20-8 last season with a 2.93 ERA in 233.1 innings.
The Expos moved starter Bartolo Colon in a three-way deal with the White Sox and Yankees on Jan. 15. The White Sox sent reliever Antonio Osuna and minor league pitcher Delaris Lantigua to the Yankees for right-hander Orlando Hernandez and $2 million. Chicago then dealt Hernandez, pitcher Rocky Biddle, outfielder-first baseman Jeff Liefer and cash to the Expos for Colon and minor league infielder Jorge Nunez. Colon, 29, was acquired by Montreal from Cleveland on June 27. He went a combined 20-8 with a 2.93 ERA in 33 starts, including a 10-4 record and a 3.31 ERA in 17 starts with the Expos.

    Shortstop Orlando Cabrera avoided salary arbitration and agreed to a $3.3 million, one-year deal with the Expos on Jan. 16. Cabrera hit .263 last season with seven home runs, 56 RBIs and 64 runs in 153 games. He set career highs with 43 doubles and 25 stolen bases. Cabrera made team history last year by stealing 21 bases in a row, breaking the previous team record of 20 straight stolen bases, set by Tim Raines in 1981. In 639 career games, he has batted .262 with 45 homers, 270 RBIs and 271 runs scored.

    Carter played 19 seasons in the majors, hitting .262 with 324 HR and 1,225 RBI.
    Gary Carter will be the first player to go into baseball's Hall of Fame with an Expos logo on his hat. Carter had expressed an interest in having his plaque adorned with a Mets hat -- the team he won the 1986 World Series with and now works for -- but said he wasn't upset at the Hall's announcement Jan. 16. The Hall of Fame consults players about the choice of hat but makes the final call. "I'm so honored and proud to represent the Expos," said Carter, who will be inducted July 27. "To me, it's not an issue. … There's a place in my heart for every team I played on. But this is the most noble thing."

    Montreal is just another stop on assistant GM Tony Siegle's undulating, 38-year road through baseball front offices. He has lived through the birth of the Players Association and the bombshell of free agency. He has negotiated the waiver jungle as one of the best rules men in the business. Recent years have brought a new revenue-sharing luxury-tax lexicon that he knows as well as English. Siegle never has been a general manager, probably never will, but he sure has some stories to tell, having worked in the trenches for 22 of them over the years.


    NEWS AND NOTES
  • OF Damon Buford agreed to a minor-league contract with the Expos on Jan. 30 and was invited to spring training as a non-roster player. He would get a $350,000, one-year contract if he's added to the major league roster. Also, LHP Scott Downs agreed to a one-year contract that would pay him $300,000 if he is in the major leagues and $177,750 if he is in the minors.
  • The Expos hired Chris Bourjos as special assignment scout and promoted Mike Toomey as special assignment scout for the Northeast area Jan. 30. Bourjos spent the last 18 years as a scout with Toronto.
  • Baseball had a loud message in its first meetings with suitors who want to lure the Expos from Montreal: Show us the money. Financing for a new ballpark is the top priority for the committee, which wants to know how fast the areas -- Portland, Ore., Washington, D.C., and Northern Virginia -- could put in place plans to host the Expos in 2004.
  • After the White Sox finalized the Bartolo Colon deal, GM Omar Minaya called his counterpart with the Red Sox, Theo Epstein, to express continued interest in Shea Hillenband, ESPN.com's Peter Gammons reported. Minaya, however, will not move Javier Vazquez and may be able to go to spring training without moving further payroll.
  • Pete Rose might be voted into the Baseball Hall of Fame sooner than anyone expected. The Canadian Baseball Hall of Fame, that is. Rose, who played part of the 1984 season with the Expos, was nominated for induction into the Canadian shrine.
  • C Michael Barrett agreed Jan. 15 to a one-year, $2.6 million contract, avoiding salary arbitration.
  • RHP Tony Armas Jr. and the Expos agreed Jan. 14 to a $2.1 million, one-year contract.
