The 9th U.S. Circuit Court of Appeals has issued a full-throated challenge to Attorney General John Ashcroft's view of the Second Amendment. The Department of Justice, in a recent filing, and the Texas-based 5th Circuit, in a landmark decision, assert that the Second Amendment guarantees an individual's right to own guns. A three-judge panel of the 9th Circuit argues, in a unanimous decision, that it doesn't.

Last week at a gathering celebrating Sen. Strom Thurmond's 100th birthday, Sen. Trent Lott, R-Miss., the soon-to-be majority leader of the U.S. Senate, said, "I want to say this about my state: When Strom Thurmond ran for president, we voted for him. We're proud of it. And, if the rest of the country had followed our lead, we wouldn't have had all these problems over all these years, either."

Our View | Control prison's rising cost
It is excellent news that Gov. Mark Schweiker has signed the legislation turning over land at the State Correctional Institution at Rockview to the county for the new prison and a fire training academy. But taxpayers should not silently acquiesce to the news that the price of the prison has jumped as much as 9 percent in the time it took for the land transfer to take place.
