A skinny and unassuming man with alert eyes, the police snitch admitted he had made mistakes. He once even sicced officers on a group of people just gathering for a picnic. Untroubled by the errors, the onetime cattle rancher stood by his avocation as an informant in Colombia's controversial civilian security campaign, part of the country's widening, U.S.-backed war against insurgents and drug traffickers.

   Despite successes, tensions mount
After a tense day in drug counseling, Kevin Holloman was looking forward to relaxing in his room when his case manager, Regina C. Hutchings, emerged from her office. Kevin had seen Regina confront others at the Good Shepherd shelter for people with drug addictions and AIDS in Center City. Some had even been asked to leave.
