Here's how local members of Congress were recorded on major roll call votes last week.
HOUSE
Iraq War Authority -- Voting 296 for and 133 against, the House on Thursday approved a measure (HJ Res 114) granting any U.S. president authority to wage war on Iraq unilaterally or in keeping with "all relevant" U.N. resolutions.
A yes vote was to adopt the resolution.
Voting yes: Robert Borski, D-3, Melissa Hart, R-4, John Peterson, R-5, Tim Holden, D-6, Curt Weldon, R-7, James Greenwood, R-8, Bill Shuster, R-9, Donald Sherwood, R-10, Paul Kanjorski, D-11, John Murtha, D-12, Joseph Hoeffel, D-13, Pat Toomey, R-15, Joseph Pitts, R-16, George Gekas, R-17, Todd Platts, R-19, Frank Mascara, D-20, Philip English, R-21.
Voting no: Robert Brady, D-1, Chaka Fattah, D-2, William Coyne, D-14, Mike Doyle, D-18.
Not voting: None.
Two-Step Authority -- Members rejected, 155-270, an alternative to HJ Res 114 requiring President Bush to first seek multilateral support at the United Nations for invading Iraq. If rebuffed, he would seek unilateral authority from Congress. A yes vote backed the alternative.
Voting yes: Brady, Fattah, Borski, Hoeffel, Coyne, Doyle, Mascara.
Voting no: Hart, Peterson, Holden, Weldon, Greenwood, Shuster, Sherwood, Kanjorski, Murtha, Toomey, Pitts, Gekas, Platts, English.
Not voting: None.
Ballot Reform -- The House on Thursday adopted, 357 for and 48 against, the conference report on a bill to improve the conduct of federal, state and local elections. The bill requires states to allow voters to cast provisional ballots when their registration is at issue and to immediately correct ballot errors.
The bill authorizes $3.9 billion to states over three years for purposes such as training poll workers; establishing uniform, computerized statewide lists of registered voters; replacing antiquated punch-card and lever-operated voting machines with more reliable modern systems; and improving ballot access for the disabled.
To register to vote under terms of the bill, individuals must provide identification such as a driver's license or the last four digits of their Social Security number. Those registering by mail must show identification when they cast ballots.
A yes vote approved the conference report.
Voting yes: Brady, Fattah, Borski, Hart, Peterson, Holden, Weldon, Greenwood, Shuster, Sherwood, Kanjorski, Hoeffel, Pitts, Gekas, Doyle, Platts, Mascara, English.
Voting no: Toomey.
Not voting: Murtha, Coyne.
SENATE
War on Iraq -- Voting 77 for and 23 against, the Senate on Friday joined the House in approving a measure (HJ Res 114) granting presidential authority to deploy U.S. forces "as he determines to be necessary and appropriate ... to defend the national security of the United States against the continuing threat posed by Iraq and enforce all relevant United Nations Security Council resolutions regarding Iraq."
A yes vote backed war with Iraq.
Arlen Specter, R-Philadelphia, voted yes. Rick Santorum, R-Penn Hills, R, voted yes.
Two-Year Limit -- The Senate on Thursday rejected, 24 for and 75 against, an amendment to HJ Res 114 putting a two-year limit on presidential authority to wage war against Iraq. The war resolution has no termination date and is not limited to a specific president. A yes vote backed a two-year limit.
Specter voted no. Santorum voted no.
THIS WEEK
Both chambers take up a continuing resolution to fund the government in the absence of fiscal 2003 appropriations. The Senate continues debating a new Department of Homeland Security.
